A constituição popular da islândia: uma nova perspectiva de participação popular por meio das redes sociais / Iceland’s crowdsourced constitution: a new perspective on people’s participation through social networks

Resumo

O Governo Islandês recentemente, entre 2009 e 2013, conduziu o processo de criação da primeira constituição redigida pelo povo do mundo. Imersos em um contexto de crise global monetária provocada pelo colapso das grandes instituições financeiras da América em 2008, o que ficou conhecido pelos islandeses de ‘A quebra’, uma lei foi enviada ao parlamento requerendo a implementação de uma Assembleia Constituinte. Para segurar a participação, a assembleia utilizou as redes sociais para conduzir discussões entre a população da Islândia e o Conselho Constituinte, que substituiu a Assembleia. Embora o processo não tenha sido ratificado como a nova constituição da Islândia, trata-se do processo de constituição mais inclusivo até o momento e serviu como um modelo que inspirou todo o mundo. Este artigo tem como objetivo analisar brevemente este processo, levando em consideração a participação, transparência, pluralismo e inclusão na perspectiva da Gestão Social, desde a ‘Revolução dos potes e panelas’, os problemas enfrentados, até os resultados obtidos com a versão final.
