Abstract

O abastecimento de água potável é essencial para a manutenção da saúde e qualidade de vida. Em muitos países do globo, serviços de abastecimento de água de boa qualidade são comuns, porém, principalmente em países subdesenvolvidos, a situação é invertida. Nas zonas rurais, este cenário se deteriora, considerando a inviabilidade financeira e logística de se fornecer serviços dispendiosos a locais de difícil acesso e/ou isolados. Como forma de possibilitar o acesso a serviço de abastecimento de água potável nestas localidades, o modelo de gestão comunitária surge como uma alternativa promissora, porém com diversas falhas. A identificação destas falhas é fundamental para futuras intervenções e correções. A ferramenta SIASAR, criada por uma cooperação de países Latino-americanos, é responsável por identificar potenciais fragilidades em serviços de abastecimento de água rural. Neste artigo, esta ferramenta foi aplicada no serviço oferecido na comunidade de Mata Fria, Espírito Santo, Brasil. Embora aparente possuir um serviço sustentável, a ferramenta SIASAR possibilitou a identificação de fragilidades com potencial de gerar problemáticas no longo-prazo. Desta forma, possíveis intervenções futuras podem ser destinadas à solução de fragilidades específicas, evitando a aplicação de soluções generalizadas e pouco eficientes.
